Delegate Chuck Caputo helps bring relief to traffic congestion in Northern Virginia The Virginia Department of Transportation (VDOT) announced that on August 25, 2008, the shoulder lanes on I-66 will be available for an additional hour both mornings and afternoons. The new hours will be: Eastbound: 5:30 a.m. to 11 a.m. Additionally, the shoulder lanes will also be open to traffic during traffic incidents or when one or more lanes are closed due to road work. This process began when Delegate Caputo introduced HJ606 during the 2007 General Assembly Session, which would have required VDOT to increase the hours during which the shoulder lanes are available for use. VDOT responded to the bill by offering to institute the change without the need of legislation. After first conducting a comprehensive safety study to ensure that this change would not increase the likelihood of accidents, the changes were approved and will take effect August 25.
